Each tribe holds two compacts with the State of Minnesota – one related to video games of chance (slot machines) and one related to blackjack.
The compacts are perpetual but can be renegotiated if both sides agree.
The compacts establish regulatory standards and powers; licensing requirements; technical specifications for all games; financial reporting requirements; negotiating procedures; and remedies for violations.
